Pflugerville Annexation Election

Residents living within the boundaries of Pflugerville Independent School District (PfISD)* will have the opportunity to vote on whether to join the Austin Community College District (ACC District) in the November 2026 election.

The election follows a successful petition effort by community members seeking to place the annexation proposal before voters. If approved by voters, residents within the PfISD territory would become part of the ACC taxing district and gain access to expanded educational opportunities, lower tuition rates, workforce training programs, student support services, and participation in ACC governance. In exchange for expanded benefits and services, residential and commercial properties would be subject to ACC property tax, which is currently assessed at a rate of $.1034 cents per $100 valuation.

The decision on whether to join the ACC District rests solely with the voters who live within the proposed annexation territory.

* Note, there are a number of PfISD residents who live within the City of Austin, which means they are already inside the ACC Taxing District. This annexation question is for residents who live in the PfISD but are not currently within the ACC Taxing District.

Public Hearing on the Proposed Annexation

The ACC Board of Trustees will host a public hearing to share information about the proposed annexation and receive community input on the proposed service plan.

The hearing will also be livestreamed and rebroadcast on ACCTV. Community members are encouraged to attend, ask questions, explore ACC programs and services, and learn more about the proposed annexation.

What Would Annexation Mean for Pflugerville Residents?

If voters approve annexation, residents living within the Pflugerville ISD boundaries would become ACC in-district residents and gain access to a variety of educational, workforce, and community benefits. 

In-District Tuition Savings

One of the most immediate benefits would be access to ACC’s lower in-district tuition and fee rates. ACC’s tuition rates have remained stable for the past 13 years. In-district residents pay $85 per credit hour. Out-of-district residents pay an additional $201 out-of-district fee, for a total of $286 per credit hour. 

Free Tuition Program

Additionally, ACC’s Board of Trustees approved a five-year free tuition pilot program effective fall 2024. The program provides FREE tuition to high school and home-school graduates, as well as TX GED® completers who live in the College’s service area and graduate during the pilot program timeframe. 

If annexation is approved, Pflugerville residents would immediately qualify for ACC’s in-district tuition rate. So, for free tuition pilot students, their costs would go from $201 per credit hour to $0.

Proposed Service Plan for Pflugerville ISD

The proposed service plan outlines the programs, partnerships, and services that would be available if voters choose to join the ACC District. The proposed plan includes: expanded educational opportunities, workforce development and career training programs, high-demand career programs, and robust student support services designed to help students enroll, persist, and complete their educational goals. ACC would also continue evaluating future educational facility needs within the Pflugerville area as community demand grows.

Public Hearing Notice:

Residents living within the PfISD geography may learn more about and provide input to the proposed ACC Service Plan at a public hearing hosted by the ACC Board of Trustees on July 16th, 2026. The hearing will be at the PFISD Learning and Technology Center, 1601 W. Pecan St., Pflugerville, at 5 p.m. The hearing will be livestreamed by the college through its website and will be rebroadcast on ACCTV at future dates to be announced later.

Residents who live within the ACC District have a voice in how the college is governed. If annexation is approved, eligible residents would be able to:

• Vote in ACC elections
• Run for a position on the ACC Board of Trustees to help govern the college

ACC Property Taxes and Exemptions

ACC is funded in part through local property taxes paid by residents within the district. If annexation is approved, property owners within the Pflugerville ISD territory would pay ACC’s current property tax rate of $0.1034 per $100 of assessed valuation.
